As such, the business is seeking a M&E Estimator/Pre-Construction Manager to support its business development ambitions and active operations in the South of England.
Purpose of the Job
The M&E Estimator/Pre-Construction Manager – South will be accountable for the effective management of contracts from tender process through to supplier bid analysis and finally ownership of service provider relations in a live contract for both domestic and commercial energy business streams.
Principle role requirements are:
- Responsible for all aspects of estimation required to complete tenders for both domestic and commercial clients, supporting the Energy team in all new bids & tender activity
- The role will seek, identify and procure all relevant information in respect of system design, site operations and procurement to create appropriate templates to support a M&E contractor and supplier bidding process
- Directly manage supply chain partners to obtain quotes and estimates, including liaison with clients to schedule and attend site visits
- Analysis and selection of supplier bids, and where necessary, manage the onboarding of new supply chain partners
- Take ownership of all project’s external delivery partners up to contract mobilisation, attending client: contractor meetings
- Ensure a smooth mobilisation period from job being won to starting on site including sub contractor and supplier contracts
- Seek and develop further supply chain network in region, both delivery and supplier partners
The incumbent will take ownership of estimation and quotation activity both at proposal / tender opportunity stage and during detailed design.
Estimation & Pre-Construction Duties & Responsibilities
- Liaise with all necessary stakeholders to determine project specifications and create estimation template for quotation, in line with Engineering agreed bill of quantities and design
- Work with Energy and Operations team to understand and agree tender / proposal strategy and ensure relevant approach communicated to supply chains for quotation
- Determine resources required for all aspects of the operation, recognising equipment requirements and set budget limits
- Ensure quotes, supporting programmes and materials for tender / proposal are provided by supply chain on time and to standard and level of detail required
- Interrogate quotations for specification and our clients approach compliance and arrange revisions as required
- Work with Energy and Operations team leads on commercial strategy – areas for cost and programme saving, split of work packages, preferred suppliers
- Understand resource availability across supply chains and input recommendations for supply chain allocation to Energy and Operations team leads
- Production of tender / proposal stage design and construction programmes, in liaison with Engineering, Energy and Operations
- Ensure supplier understanding of the clients quality and environmental management systems and to work according to their standards
- Provide compliance advice, expertise and guidance to Service Areas supporting their business objectives
Person Specification
Essential
- Proven experience and success in technical or commercial within M &E or construction sector (preferably 3 years +)
- Main Contractor experience or able to evidence good working knowledge of construction process eg an in-depth understanding of methods, principles, tools and equipment
- Knowledge of pre-construction processes
- Commercial awareness
- Well developed negotiation skills for pricing of materials, labour costs, and contract terms and conditions
- Ability to manage and prioritise and demanding and varying workload
- Excellent written & spoken English and ability to communicate at all levels and ability to communicate complex proposals simply
- Proactive, self-motivated, knows when to seek guidance
- Ability to work alone and as part of a team with common goals
- Full clean driving licence – willing to travel regularly
