Senior Planner

You report to: Operations Director/Associate Director

Purpose of the Role

• Provide planning support during the Tender, Pre-construction, Construction and Post Construction phases in the form of programmes, methodology, logistics and analysis/ commentary of programmes as required.

• Work on and manage multiple projects.

• Mentoring of planners/assistant planners/operational staff.

• Monitoring program and updating programmes on a regular basis.

 

Core Responsibilities/Requirements

• Thorough experience/ knowledge of planning, design, procurement & construction processes from inception, through to completion

• At least 15 years active experience of delivering and planning on new build and regeneration development projects.

• Extensive and comprehensive ability and skill in the use of Asta PowerProject planning software.

• Excellent interpersonal skills

• Good ability to problem solve and adapt planning ideas/sequence to achieve programme betterment

• Ability to work as part of a team, liaising with staff and external parties at all levels

• Promote department and inter department team work

• Ability to set and meet deadlines/ targets

• Application of the planning department procedures and quality management system

• Assist with the implementation of planning best practice throughout the groups divisions

• Assist with the improvement of planning protocols/ procedures and the roll out of updates to enhance the quality of the planning within the business

• Keep abreast of legislation, modern methods of construction and new types of plant available by carrying out regular CPD, and make the preconstruction team aware of alternative ways to carry out the works that could provide an edge and secure the work

• Have a professional qualification – Ideally MCIOB, MICE or similar

• Have knowledge of different contract procurement routes i.e. Single/ Two Stage Tendering

• Have awareness of different forms of contract and their requirements/ duties i.e. JCT/ NEC

• Have a good standard of IT Skills in the following; Word, Excel, PowerPoint, and Google Sketch Up

 

PQQ/Pre Tender Planning Requirements

• Receive Information from client and assess requirements/ scope

• Assimilates information and plans response

• Produce programme (Asta Power Project/ Fully Logic Linked/ Critical Path Defined)

• Produce logistics plans, Construction Method Statements and supporting narratives

• Assist with the production of the management resource chart

• Input into the pre-qualification questionnaire submission (where needed) and attend presentations/meetings

 

Tender Planning Requirements

• Obtain and digest tender documents.

• Develop planning strategy in line with contract conditions/brain storm method

• Input into methodology

• Work with allocated operations support in the production of method statement and ensure that programme reflects the agreed methods

• Value engineering and optioneering input.

• Attend tender launch meeting

• Complete site visits, as necessary to identify risks, constraints and opportunities.

• Study drawings/specifications/tender deliverables/employers requirements

• Assist with the production of scaffold drawing, schedules and enquires

• Assist with the identification of temporary works and the production of a temporary works schedule.

• Identify key plant requirements that affect programme output and sequencing

• Consultation with Local Authorities, Agencies and Police and Fire Authorities to ensure logistic/access strategies can be implemented and are feasible

• Produce a fully logic linked integrated programme in Asta Powerproject – capturing the design, procurement, construction, testing and commissioning activities with a critical path defined

• Provide an extracted Information Required Schedule (IRS) when required

• Input into the package spilt/strategy and supply chain selection – assisting gaining commitment to quote from trades

• Produce tender deliverables as required/ agreed at the tender launch meeting

• Apply both labour/cost resources to the tender programme (if required)

• Provide peer support and offer guidance on tenders/projects that peers are working on.

• Identify, communicate and manage/mitigate key health and safety risks via the proposed method of construction, phasing and logistics of the works

• Produce site logistics and phasing plans

• Assist with the tender method statements/ methodology

• Produce a project execution plan capturing programme narrative including risks, opportunities, assumptions etc

• Assist/ Input in the production of a tender risk register capturing key programme risks where relevant

• Assist/ Input in the preparation of the prelims i.e. craneage, temp electrics, scaffold etc

• Produce relevant planning information for tender settlement/ adjudication meeting and attend meeting (if required)

• Input into tender submission document (where required)

• Attend tender meeting (where required) i.e. mid and post tender interviews, design and subcontractor meetings, and adjudication/ settlement meetings

• Ensure that all tender deliverables are produced to the agreed tender activity programme timescales, to ensure that they are available to other members of the tender team in good time

• Support and provide any relevant information for any post tender involvement/negotiations (where required)

 

Construction Requirements

• Support and participate in the tender handover meeting to the Operational Team

• Develop the tender programme in collaboration with the Operational Team to develop both detailed and comprehensive contract and target programmes.

• Produce Master Programmes that incorporate all disciplines/stages [design, procurement, construction, testing and commissioning, handover].

• All programmes are to be fully logic linked with each trade/discipline coded; allowing easy filtration of the programme and accurate progress assessment.

• Assist with the production of the tender event schedule/procurement programme

• Assist/ Develop the information required schedule from the design programme

• Produce programme updates on a monthly basis

• Attend Sites, as necessary, and Input progress percentages at regular intervals [preferably weekly], with droplines, to allow accurate assessment of progress

• Include relevant progress notes [to be contained in the Master Programme] and save the weekly snapshots as PDF’s

• Baseline the Master Programmes, at regular intervals, to identify key variance against planned position

• Complete Critical Path Analysis and flag Early Warning Signs to the Operational Team

• Extract Programme information, relevant to each trade, to assist the Commercial Team with the preparation of Activity Schedules for inclusion within sub-contract orders.

• Assist/ support in the production of extensions of time

• Maintain a document register for programmes/logistics plans etc

• Provide ongoing support and training to staff and management (where identified)

 

Continuous Training and Development

• You will be required to attend an Employee Induction Program on joining the Company. 

• The Company will support and encourage continuous professional development; your Manager in conjunction with the Training Manager will identify and update your personal development plan on an ongoing basis.  You are encouraged to take responsibility for your own development.

• The Training Manager will be notified by your Line Manager of any training needs required for you to perform your job on an ongoing basis.

• Further education may be agreed by the company to enhance your knowledge and qualifications to assist job performance.  Your agreement to the company training policy will be obtained prior to commencement.
